WHO IS V-O-CAL?

Our staff members bring expertise and dedication to the V-O-Cal mission of environmental stewardship and community involvement, both in the field and in our headquarters office in Redwood City.

Cathy Moyer, Executive Director, is the founder of V-O-Cal and brings over 20 years of volunteer trail-building experience to the organization. She has extensive experience in community and political organizing, and is a successful entrepreneur, with a professional background in software design and development. Her combination of entrepreneurial experience and community organizing makes a powerful package.

Cathy was an active and regular volunteer since 1987 with the organization that served as the model for V-O-Cal, Volunteers for Outdoor Colorado. Cathy is a relative newcomer to California, having moved to the Peninsula in 2004 from Colorado. After looking in vain for an organization like VOC that provides the opportunity of working on large-scale volunteer projects in a broad range of parks and open space areas, she decided to start one. After concluding not only that an opportunity existed, but that the timing was right given the needs of land managers in the area, V-O-Cal was born.


Board of Directors
V-O-Cal has seasoned board members: John Andrews, Nadine Hitchcock, Dave Troutner, Dave Delaney, and Cathy Moyer. 

John Andrews is a retired Human Resources executive. He contributes his time and talent to non-profit organizations such as the Leukemia & Lymphoma Society, the San Francisco AIDS Foundation, and The Health Trust. John worked in HR management at Hewlett-Packard and served as VP of Human Resources for Aspect Telecommunications. He has an MBA from the University of Michigan and a BA in Economics and Government from Georgetown University.

Nadine Hitchcock is currently Deputy Executive Officer for the California Coastal Conservancy where she oversees fiscal and administrative matters; strategic planning; participates in agency policy development and implementation; and serves as a liaison and advocate for federal funding of Conservancy supported projects.  

Dave Troutner is the manager of REI Mountain View. He has been a board member for Volunteers for Outdoor Arizona, Arizona Trail Association, and served on the Arizona State Council on Trails. He was also an Ambassador for the American Hiking Society. Dave has been employed by REI since 1996 and has worked in 5 states in that time. V-O-Cal is lucky that he relocated to the Bay Area in September 2007. Dave is most happy when outdoors hiking, biking, camping, skiing and hanging out with his son.

David Delaney is the Vice President, Financial Planning & Performance for Kaiser Permanente-Northern California Region. Dave is responsible for providing primary oversight and accountability for all financial planning, budgeting and forecasting. Dave joined Kaiser in 2007 as Chief Financial Officer of the Hawaii Region. He was responsible for the overall financial operations of the Region including accounting, SOX, revenue cycle, supply chain, budgeting and financial planning. Dave received his BS in Business Administration from CSU Hayward and his Master of Business Administration from Santa Clara University.
